The circuit is a simple triangular wave generator using discrete electronic parts. The transistors oscillate and acts like a flip-flop (one on at a time).

The outputs of the circuit are shown in the diagram below. The duration of time T can be increased or decreased by changing the value of capacitor C. The approximate relationship is
T = 2000*C using the materials listed below.
